Since Windows 8, shut down and start up doesn't refresh resources like a restart
I'm sure some know this here, but this "tip" recently came across at work even new to the seasoned IT coworkers company wide. Since Windows 8, apparently a shut down and startup will not refresh resources to the same affect a restart does. How many times have you tried to troubleshoot...
