Why is it that when I want a cold glass of tap water its warm right away but when I want to wash my hands, its fricken freezing. Does this just happen to me? Seems like everytime its the opposite of what I want at that moment.

Just have to mention something. This morning, my roommate was using the filtered water from the fridge to rinse out his dishes. For a bowl, before he eats out of it,he fills it up under the dispenser and dumps it out. Seriously, it's not going to hurt to use the faucet's tap water for that...
