I ran across the article and site below. The unfortunate thing about attempts to meter or throttle the net is that the US is still so far behind other nations in terms of speed and price, and yet the monopolies like time warner and comcast are trying to further control the net in America...

My wife told someone she works with that I used to work at the Inet help desk.  Since then, she has called me out twice because she worked over an hour with Polar and got fed up.  Tonight I had to tell her here router is done and reconfig her dsl modem so she could get on the internet.
