Hmm... I went through a few pages. I don't see where it was ever confirmed he was working at a PR company that MS works with, or whether he's just some guy that works at a PR company and enrolled with an email from that company. Definitely fishy though.
I can promise that if it was, it wasn't sanctioned. I've see hours upon hours of training material that clearly state doing anything like that without publicly disclaiming employment or authorizing a third party to do so would be... well let's just say it would be a poor career choice.
